U.S. Congress Senate Bill 3888, TAME Extreme Weather Act Transformational Artificial intelligence to Modernize the Economy against Extreme Weather Act was introduced and referred to the Committee on Commerce, Science, and Transportation. NOAA is the lead federal agency of the federal weather enterprise.

“Forecasting” is the framing used to promote the use of Artificial Intelligence for weather purposes.

The Weather Research and Forecasting Innovation Act of 2017 (15 U.S.C. 8541), enacted under the Trump administration, successfully installed the Federal Weather Enterprise to provide meteorological “services” in coordination with the United Nations (UN) World Meteorological Organization (WMO). The rebranding of weather modification and geoengineering to “weather forecasting research and innovation” was necessary to implement weather control programs involving atmospheric experimentation in a way that would not invite public opposition.

H.R.353 – Weather Research and Forecasting Innovation Act of 2017

Prior to rebranding “weather modification research” to “weather forecasting research,” public opposition was focused and growing.

5Z 2005 OSTP Letter RE: S. 517 Rebranding Weather Modification

S. 3888 provides the framework for continued installation of a system of weather engineering comprised of satellite surveillance and acoustic monitoring, atmospheric dispersion modeling inclusive of chemistry and physics, and interoperable “observing systems” from ground-based, airborne, and spaceborne instruments / infrastructure described in the Congressionally Mandated Research Plan and an Initial Research Governance Framework Related to Solar Radiation Modification.

Spaceborne instruments (satellites) are a central component of weather engineering and may be purposed for weather modification, surveillance, communications, weaponry and other purposes.

Weather Engineering by Artificial Satellites

Concept and model for utilizing high-frequency or radar or microwave producing or emitting devices to produce, effect, create or induce lightning or lightspeed or visible to naked eye electromagnetic pulse or pulses, acoustic or ultrasonic shockwaves or booms in the air, space, enclosed, or upon any object or mass, to be used solely or as part of a system, platform or device including weaponry and weather modification

Can we talk about the weather?

Added context regarding ground-based instruments HERE and modeling schemes HERE

Federal agency partners of NOAA mentioned in S. 3888 include Administrators in the Department of Defense, Department of the Interior, Department of Agriculture, NASA, National Science Foundation, National Center for Atmospheric Research, and the Environmental Information Services Working Group.

S. 3888 aligns with the implementation of UN Agenda 21/2030 sustainable development goals (SDGs) as illustrated by emissions monitoring and analysis to support the enforcement of domestic and international laws.  Surveillance of the public and continuous calculating of social credit score related to compliance with SDG’s, including “CO2 footprint” are key aspects of UN Agenda 21/2030.

Artificial Intelligence to analyze global atmospheric observations; atmospheric dispersion models;

Collaboration between Federal, international, State, local, and tribal law enforcement;

Of note is the inclusion of the “development of documents” to provide (the illusion of) compliance with NEPA environmental protections.

Best Practices “for minimizing the environmental impacts of the use of artificial intelligence technology” raises questions regarding exactly what environmental impacts may be expected as well as raising fundamental legal and ethical questions about the legitimacy of Artificial Intelligence and the federal weather enterprise.

Readers may wonder if U.S. legislation is developed and written by Artificial Intelligence.
